1) Individuals residents are obliged to address to a duty body (to provide application) within ten working days from the moment of occurrence of the duty obligations stipulated by the Duty Code of the Distribution area.

2) Individuals – non-residents, who are carrying out individual enterprise activity in the Distribution area through permanent establishment, are obliged to address to a duty body (to provide the application) within ten working days from the date of arrival to the Distribution area or beginning of performing of enterprise activity.

3) Other individuals – non-residents are obliged to address to a duty body (to submit the application) at the moment of getting residence of the Distribution area.

4) The legal entities – residents, their structural divisions (branches, representation) are obliged to address to a duty body (to submit the application) within ten working days from the date of their state (for branches (representations) – registration) to registration in bodies of justice of the Distribution area.

5) The legal entities – non-residence who are carrying out activity in the Distribution area, are obliged to address to a duty body (to submit the application) within ten working days from the date of a beginning of performing of activity.

6) The individuals or legal entities, including non-residence, which on the basis of the contractual relations represent interests of the legal entity – non-residence in the Distribution area, conclude from his name the contracts (treaty, agreements) and are considered by the duty legislation of the Distribution area as permanent establishment of legal entity – non-residence, are obliged to address to a duty body (to submit the application) to get state registration and reception of registration number of duty payer to the legal entity – non-residence within ten working days from the date of signing the appropriate agreement (treaty, contract) or, in case of absence of the specified agreement, within ten working days from the date of a beginning of actual performing of such activity.

7) Non-residence, arriving to the Distribution area with the purpose of reception of incomes from the sources in the Distribution area, is obliged to present to a duty body the application about beginning of activity within ten working days from the date of arrival in the Distribution area.

Duty bodies within 2 working days after submission of the applications for state registration and reception of registration number of duty payer by the set forth above individual and legal entities, their structural divisions (branches, representations), are obliged to give them registration number of the duty payer and to grant the certificate the duty payer.
